ZATCA Wave 25 readiness checklist

Wave 25 brings the threshold down to SAR 187,500 and a 1 February 2027 integration deadline. Use this checklist to test whether your ERP and finance team are ready.

ZATCA Phase 2 is not a portal connection. It is a controlled invoice lifecycle: structured XML, cryptographic stamping, QR codes, clearance, reporting and an audit trail. This checklist covers the decisions that usually delay a Wave 25 project.

Scope and threshold

Confirmed whether your VAT-subject revenue meets the SAR 187,500 threshold.Checked the ZATCA notification and your wave assignment.Listed every legal entity, branch and invoice flow in scope.Agreed an internal owner for the compliance workstream.

Technical readiness

Mapped invoice, credit-note and debit-note data to ZATCA requirements.Confirmed how XML, QR codes and cryptographic stamping will be generated.Planned CSID onboarding and certificate storage.Checked POS, e-commerce and manual invoice paths are covered.

Testing and cutover

Tested clearance and reporting in the ZATCA sandbox.Validated invoice sequencing, duplicates and exception handling.Agreed a production cutover and rollback plan.Set up monitoring, audit records and a post-go-live support process.
